At this point, al-Adnani’s rhetoric is strikingly similar to that of bin Laden and other signatories of the World Islamic Front Declaration: “The ruling to fight the Americans and their allies, civilians and military, is an individual obligation for every Muslim who can do it in any country in which it is possible to do it.” It is instructive, then, that the same issue includes a two-page article featuring bin Laden and Anwar al-Awlaki, in which the point is to argue for the imperativeness of attacks in the homelands of those participating in the “crusader coalition.”32

The change here seems significant. Without abandoning the program of state building, the leadership of ISIS is clearly making a strategic shift. Thus, Dabiq 6 claims credit for attacks by individuals in Australia, Canada, the United States, and France. Praising those who carried out these operations, the idea is that these “warriors” acted alone, “striking the [unbelievers] where it would hurt them most—in their own lands and on the very streets that they presumptively walk in safety.”33
